This is a wood carver's Riffler File. It's the sort of tool you would use to shape wood, or plastic, or any material that can be carved. It has a rough surface, so this is for very aggressive material removal.

I don't know the history of this particular tool, other than to say it was found at a yard sale, and the seller had no idea of what it was used for, but then neither did I when I purchased it. I like to think that it had a good life, a well-used life up until the point that it hit the yard sale table. -YoPedro
